Drawing on existing documentation explaining the underlying drivers of the digital gender divide and why it is proving so persistent, this report embraces the ITU and UN Women’s Action Plan to Close the Digital Gender Gap4 as a concrete starting point and proposes a set of clear and specific recommendations to address barriers to women’s access and use of the Internet, in a clear and concerted ‘Call to Action’.
