The EQUALS Research Report 2025, Evidence to Impact: Advancing Gender Empowerment in the Digital Age, presents new research and global case studies on the evolving relationship between gender and digital technologies. Led by the Korea Advanced Institute of Science and Technology (KAIST) Graduate School of Science and Technology Policy, this edition builds on the work of the previous report released in 2019 and marks a renewed phase of evidence-driven engagement with key issues at the intersection of gender and technology. The editorial board for the 2025 report was chaired by Professor Moon Choi (KAIST), whose leadership helped bring together a diverse group of contributors from across regions and disciplines.


The report is organized into four thematic sections — Digital Skills, Digital Inclusion and Education, Digital Economy, and Artificial Intelligence and Cybersecurity. Contributions from researchers and practitioners around the world offer critical insights into how digital transformations affect gender equality, across a wide range of regional and social contexts. Key topics include gender-responsive digital education, inclusive policy development, gender gaps in innovation ecosystems, and the risks and opportunities posed by emerging technologies such as artificial intelligence. Alongside original research chapters, the report features field-based case studies that highlight on-the-ground efforts to close gender gaps and promote digital inclusion. The editorial board includes four section editors (Dr. Araba Sey, Dr. Loly Gaitan, Professor Dasom Lee, and Dr. Javiera Macaya) and two managing editors (Ms. Ern Chern Khor and Mr. Wan Hong). 


Evidence to Impact provides timely guidance for policymakers, researchers, and civil society organizations working at the intersection of gender and technology. The report was officially launched on July 10 at the World Summit on the Information Society 2025 (WSIS+20), aligning with major global dialogues on digital development and reinforcing the urgency of building digital futures that are equitable, inclusive, and informed by evidence.
